Doing fat burning exercise makes more fat burning enzymes.   You make more of something called hormone sensitive lipase, and then when you do more fat burning exercise (like take a walk), you will notice that you don’t get winded as fast. Your body can access fat faster and for a longer period of time because you have trained it biochemically to do that.  Your body becomes a fat burner because you asked it to.
