When you do high intensity cardio that makes you breathe heavily, you increase the stroke volume of your heart.   With every pump your heart pumps out more blood so your heart rate under exertion will actually decrease as you get fitter.  Your heart has become a bigger, stronger muscle, just like a bicep does.  It doesn’t need to pump as many time because each pump is more efficient.
